The past two decades of on-going drought in the western United States, and in particular the Colorado River Basin, is challenging the seven Colorado River Basin States of Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming, as well as the Republic of Mexico, to meet the needs of the 40 million people and millions of acres of farmland that rely on the River. The impacts in Arizona include a reduction in water deliveries through the Central Arizona Project system starting in January 2022 with the likelihood of future, deeper cuts to CAP deliveries in 2023. Ms. Maguire will discuss the impacts of the upcoming reductions in CAP deliveries on its customers in central Arizona and the steps Arizona has already taken to mitigate the impacts of these reductions. She will also discuss the greatest threat to the availability of long-term, reliable water supplies in Arizona and the southwest.
Rita Maguire is a sole practitioner with a focus on water rights and water management. She represents a broad spectrum of clients including the State of Arizona, international beverage producers, mining companies and electric auto manufacturers. She spent nearly a decade as the director of the Arizona Department of Water Resources, was the founder of a non-partisan public policy think tank and a founding partner of the law firm of Maguire, Pearce & Storey. She began her career as an environmental attorney but couldn’t resist the history and quirks of water law in Arizona and throughout the Colorado River Basin. She holds three degrees from Arizona State University and is the recipient of the Michael J. Brophy Distinguished Service Award from the Environment & Natural Resources Law Section of the Arizona State Bar Association.
